The situation developed after RPD says officers went to serve a warrant at the home on All Points View Way around just before 10 a.m.
The arrest warrant was for Jeffrey David Lynch. He currently has active warrants for:
- Felony: Stalking
- Misdemeanor: Violation of a Domestic Violence Protection Order (DVPO)
- Misdemeanor: Domestic Criminal Trespass
- Misdemeanor: Injury to Personal Property
- Misdemeanor: Larceny after Breaking and Entering
Just before noon, police were able to get Lynch to come out of the house.

"I do want to highlight the importance of domestic violence. The young lady that made the call to bring us to this location is a victim of domestic violence. Thankfully, the RPD is working with her to provide the resources to help her move on from this incident. Obviously, it's going to take a while, but we're going to be right there with her throughout that process," Chief Rico Boyce said after Lynch was in custody.
