
GUILFORD COUNTY, N.C. (WTVD) -- A North Carolina state representative appeared in court Friday in Guilford County on child sex crime charges.
Cecil Brockman, a Democrat serving his sixth term in the N.C. House of Representatives, was arrested on Wednesday by the North Carolina State Bureau of Investigations (SBI) and booked into the Guilford County Detention Center in High Point.
Brockman is charged with four counts (2 each) of taking indecent liberties with a child and statutory rape of a minor who is 15 years old or younger.
The bond hearing was moved to Friday after Brockman had some sort of "medical emergency" ahead of his hearing on Thursday. Brockman appeared at the hearing on Friday via Zoom from his hospital room. His attorney Alec Carpenter was present in the courtroom.
During the bond hearing, Brockman tried to get the judge to allow him to speak; even saying "I am begging the court to let me read my statement."
The presiding Judge, Gordon Miller, advised him multiple times to please be quiet and to speak to his attorney. Miller allows the attorney and Brockman to talk "outside the courtroom." Brockman meets with his attorney on a separate zoom for about 15 minutes. His attorney returns to the courtroom, and tells the judge there is no flight risk. He says Brockman has no criminal record since he is a representative. He says he spoke with Brockman's sister and mother.
Court records show the alleged offenses for which Brockman has been charged occurred on August 15 and weren't discovered until this investigation.
During the hearing Guilford County District Attorney Avery Crump and an SBI agent presented a timeline of how Cecil Brockman was linked to the victim and how it led to his arrest.

The SBI made contact with the teen to get information for the investigation.
It was also revealed that while the teen was in the hospital, Brockman tried to make contact and even pushed through a closed door in the emergency department.

After hearing from both sides, Judge Miller set Brockman's bond at $1,050,000.
ABC11 called Brockman's office for comment on the charges. A staff member said there is no comment prepared that he could share.
