How his 911 call linked NC state rep to allege teen victim, sex crimes charges, $1M+ bond

Bond exceeds $1M for NC state rep. charged with sex crimes with minor

GUILFORD COUNTY, N.C. (WTVD) -- A North Carolina state representative appeared in court Friday in Guilford County on child sex crime charges.

Cecil Brockman, a Democrat serving his sixth term in the N.C. House of Representatives, was arrested on Wednesday by the North Carolina State Bureau of Investigations (SBI) and booked into the Guilford County Detention Center in High Point.

Brockman is charged with four counts (2 each) of taking indecent liberties with a child and statutory rape of a minor who is 15 years old or younger.

The bond hearing was moved to Friday after Brockman had some sort of "medical emergency" ahead of his hearing on Thursday. Brockman appeared at the hearing on Friday via Zoom from his hospital room. His attorney Alec Carpenter was present in the courtroom.

During the bond hearing, Brockman tried to get the judge to allow him to speak; even saying "I am begging the court to let me read my statement."

The presiding Judge, Gordon Miller, advised him multiple times to please be quiet and to speak to his attorney. Miller allows the attorney and Brockman to talk "outside the courtroom." Brockman meets with his attorney on a separate zoom for about 15 minutes. His attorney returns to the courtroom, and tells the judge there is no flight risk. He says Brockman has no criminal record since he is a representative. He says he spoke with Brockman's sister and mother.

Court records show the alleged offenses for which Brockman has been charged occurred on August 15 and weren't discovered until this investigation.

Timeline: How the investigation unfolded

During the hearing Guilford County District Attorney Avery Crump and an SBI agent presented a timeline of how Cecil Brockman was linked to the victim and how it led to his arrest.

  • On October 5th, they say Brockman called Davidson County 911 asking them to find his "friend." Investigators say the "friend" turned out to be the alleged 15-year-old victim.

  • Brockman was allegedly tracking the teenager's location through the Life360 app, after he sent an Uber to pick the teen up, the SBI agent said.

  • Davidson County Sheriff's Office suspected a crime was committed and contacted the High Point Police Department. Police in High Point then notified the SBI to take over the investigation since it involved a state representative.

  • On Wednesday October 8, agents with the SBI learned the teenager was a patient at a hospital in Guilford County.

Teen breaks case wide open

The SBI made contact with the teen to get information for the investigation.

  • Agents say Brockman and the 15-year-old met in May 2025 in Atlanta, Georgia through a dating app. The two allegedly live together in an apartment in Georgia and moved to High Point in August.

  • The teen told investigators there were multiple sexual acts involving Brockman.

  • The SBI took the teen's cellphone for evidence and conducted a searched of it.

  • During a search of the smartphone, the SBI said there were at least 14 videos of certain sex acts consistent with what the teenager told them.

It was also revealed that while the teen was in the hospital, Brockman tried to make contact and even pushed through a closed door in the emergency department.

Judge sets bond, other orders

After hearing from both sides, Judge Miller set Brockman's bond at $1,050,000.

  • He also issued a no contact order, which means Brockman is to have no contact with the teen.

  • If he makes bail, Brockman must wear an electronic monitoring device and can't leave the state.

ABC11 called Brockman's office for comment on the charges. A staff member said there is no comment prepared that he could share.
