The plant will mean 89 new jobs in the Roxboro area over the next few years.
CertainTeed Gypsum Inc will collect a $300,000 grant from the state's One North Carolina Fund for the project.
The plant will make wallboard.
"As North Carolina’s economic recovery builds strength, our state continues to attract growing manufacturing companies like this one and new jobs for our deserving citizens," said Gov. Perdue in a news release.
Perdue's office said Tampa-based CertainTeed planned to invest $160 million in the Roxboro facility. The annual average wage for the new jobs will be $55,247, not including benefits.
