APEX, N.C. (WTVD) -- The North Carolina State Highway Patrol said a mulch fire and fog caused multiple road closures and crashes near Apex Thursday morning.

A construction company way clearing land which is what sparked the fire.

Fire Marshal Karl Huegerich said the company would not face any fines or penalties.

He said Sun Con construction told him they thought they were outside city limits and didn't need a burn permit.

The blaze was near Green Level Church Road and White Oak Church Road off Green Level West in Wake County.

Troopers added that visibility was low and fire crews were having a hard time getting to the scene.

Many vehicle accidents were reported, including cars coming off the road and getting stuck in ditches.

Police reopened the roads around 11:30 a.m.

The State Highway Patrol said that they will have extra personnel in the area on Friday to assist.
