Rocky Mount community remembers family found dead in home
ROCKY MOUNT, N.C. (WTVD) -- Community members gathered in Rocky Mount Saturday to remember three family members who were found dead inside their home earlier this month.
A memorial service was held for Tracey Swann, Kenny Swann and 20-year-old Mahala Scurlock as family, friends and supporters came together to honor their lives.
Relatives have said the deaths occurred after electricity to the home was disconnected. Family members said the Swanns had attempted to make a partial payment on a utility bill totaling about $2,000.
However, relatives said city policy required the balance to be paid in full in order to avoid service disconnection.
The case has drawn attention across the community and prompted questions about utility payment policies and assistance options for struggling families.
In response, Rocky Mount officials have said the city's payment plan policy is now under review.
The circumstances surrounding the deaths remain under investigation.
