The governor of Missouri has declared a state of emergency on Friday in response to flash flooding in central, south-central and southeastern parts of the state.
Four people died after heavy rain caused flooding in Arizona, including three in a rural 19th-century mining town where floodwaters forced people to seek safety on rooftops.
Some stores had to be gutted and stripped down to the studs to be rebuilt.
A 2-year-old boy was found dead after being swept away by flash floods in Barstow, California. His father was rescued as volunteers joined the search.
Flooding and mudslides have buried roads, damaged homes and trapped drivers in several Southern California communities.
The marker was unveiled near Powell Park on NC 33 by the Tar River bridge in Princeville.
