RALEIGH (WTVD) -- An anti-abortion group is suing the city of Raleigh over its refusal to allow the group to move next door to an abortion clinic.

The Hand of Hope Pregnancy Resource Center filed the federal lawsuit this week. Its attorneys say the rejection violates the U.S. Constitution and the Religious Land Use and Institutionalized Persons Act.

The U.S. Justice Department website says the act protects religious institutions in zoning laws.

The Raleigh City Council voted unanimously last month to deny the center's request to move to a residence it owns next to Preferred Women's Health Center. The property is zoned for residential use.

A women's health center doesn't want a pro-life nonprofit to move next door.

The abortion clinic had argued that the move would have brought harassment and scrutiny to its patients and staff.

A city spokesman said officials have no comment.
