It happened just after 5 p.m. Saturday on Claibornes Road in Mebane.
Troopers say Scott Belling's blood alcohol level was .23 when he struck Che Skaggs and his 14-year-old brother.
Police say Belling then took off, but stopped at a nearby convenience store and called 911. He faces a number of charges.
The condition of the 14-year-old boy has not been released.
