Officers pulled 44-year-old Jerome Gordon Kelly over on Elvira Street, but say as they approached his car, he sped off.
That led to a short chase that ended when Kelly crashed trying to turn onto Imperial Drive.
Police say Kelly got out of the car and ran. They eventually found him hiding in a dog house at someone's home.
Kelly is now charged with felony fleeing to elude, resist delay and obstruct, improper use of a dealer tag, reckless driving, and hit and run.
Kelly is currently in the Cumberland County Detention Center on a $20,500 secure bond.
