Toledo officers cleared in Sumner investigation

TOLEDO, OH An internal review by TPD cleared the officers of the accusations after they responded to a report of screams coming from the warehouse where the body of Cindy Sumner was found a month later.

Elhadi Robbins of Toledo is charged with Sumner's murder and is awaiting trial.
