Franklin Street packed for Halloween despite shorter hours

CHAPEL HILL, N.C. (WTVD) -- Although it was a scaled down Halloween party on Franklin Street, plenty of people still flocked to downtown Chapel Hill.

The 'Homegrown Halloween' only ran from 8 p.m. - 10:30 p.m. Still, creative costumes were plentiful.

The event was much more family friendly this year.
