Police arrested 17-year-old Joshua Simmons in Garner Sunday. Simmons is accused of shooting 19-year-old Traveon Hayes on Suburban Drive Saturday night.
Hayes was shot eight times at close range.
Hayes' family told ABC11 Eyewitness news he was shot by his girlfriend's cousin after the couple had an argument.
