NC State student hit, second charged

RALEIGH

NCSU Police investigators said it happened just before 3 a.m.

Cyclist Steven Kendal Otto was traveling southbound on Dan Allen Dr. when he was hit by a car driven by a second NCSU student - Ross Everett Chapman.

Police said Chapman was headed north and made a left turn onto the service road into the Dan Allen parking deck striking Otto - who was thrown into the windshield of Chapman's vehicle with enough force to shatter it.

Chapman was charged with driving while impaired after his blood alcohol level was found to be .12. You are considered impaired under North Carolina law at .08.

Police said Chapman's blood was also being analyzed by the SBI to look for other impairing substances.
