Time to change liquor rules?

A state panel is considering changing the rules for state operated liquor stores.A report by the Program Evaluation Division says the rules for selling liquor need to be modernized. The report says the state Alcoholic Beverage Control Commission needs to have more authority over local ABC stores to improve their profitability and operations.

It also suggests merging local stores with poor sales. Currently, city or county ABC boards open stores if voters agree in a referendum.
