Capps was charged with beating Taylor Lee Capps in July 2007 so badly that he suffered brain damage.
The infant was limp and unconscious when she arrived at the hospital. Capps said he dropped her while changing her diaper.
Doctors said the baby will never function normally.
The child's mother said the now 19-month-old girl is progressing, although not at the same rate as other children.
