The 20-year-old victim said she was reading when 55-year-old John Edwards Winstead came up and began asking her questions about the bible and then started flirting with her.
The woman said Winstead then exposed himself.
The woman left and went to the police department to report what happened. Winstead was arrested a short time later.
He's now charged with indecent exposure.
