Williams is also charged with shooting and seriously injuring 16-year-old Maurice LaQuan McLean who was walking with Council along Starlit Drive when the shooting happened.
Williams has been served warrants at the Cumberland County Detention Center, where he is being held under a $500,000 bond on attempted murder charges in an unrelated case.
On Saturday, White surrendered to police and is being held in the Cumberland County Detention Center without bond on charges of first degree murder.
He will make his first court appearance on Monday.
