Investigators say Collins' 11-year-old victim claims the encounters happened between January 1 and September 30 of this year.
The victim says Collins would give her a back massage and would move his hands to inappropriate areas of her body.
She said it happened on numerous occasions, while she was a visitor in his home.
Collins is being held under a $90,000 secured bond in the Cumberland County Detention Center.
He is expected to make a first court appearance on Monday.
