Etheridge replaces Dempsey Benton, who stepped down after leading the office for more than a year and half.
"As former congressman, Bob Etheridge knows how important it is to continue to create jobs and provide important services across the state," Perdue said.
Etheridge will oversee spending federal stimulus money.
Perdue said while nearly 80 percent of the $10.5 billion the state received has been dispersed, the money will continue to flow through at least 2012.
