The ferry between Stumpy Point and Rodanthe was temporarily shut down on Monday because of damage to a ramp.
But supervisor Keith Matthews said service resumed Tuesday morning.
Residents of Hatteras Island are being allowed to return home this week. Emergency officials had planned a staggered return by village but said Sunday that services and infrastructure had been repaired enough to allow all to return.
