Three-year-old Cullen Parker was hit and killed by a car in a parking lot off of 12th street around 8:30 p.m.
Erwin's police chief says the boy was walking back to the car after the parade with his family when a 21-year-old woman backing out of a parking spot hit him.
Investigators say the woman waited as several people in the family walked past her car before backing out but she never saw the little boy.
No charges have been filed.
