A man suspected of stealing a backpack from a Duke University student while at a campus library has been arrested.

A video showed campus police arresting 20-year-old Jeffrey Alan Velez Jr., who is not a student at Duke, after he was seen boarding a university bus and he refused to get off.

After Velez left the bus, he allegedly fought back as officers tried to handcuff him. A police officer used pepper spray to finally get him to stop resisting arrest.

Investigators said the backpack contained a student's computer, keys, and credit cards - valued at $2,500.

Velez is charged with felony larceny, resisting arrest, and trespassing. Bond was set at $2,500.

At a court hearing Tuesday, a judge ordered him to stay away from the Duke campus.

Velez has past charges dating back to 2010 that include unauthorized use of vehicle, breaking and entering, and trespassing.
