Investigators say Phillip Oakley, 21, had a sexual relationship with a 14-year-old from Alamance County.
Oakley is stationed in Norfolk, Va.
Investigators from the Navy arrested and took him to the Alamance County Jail. His is free on bond until his next court appearance.
