A N.C. Highway Patrol officer stopped Toncellis Marshall for a traffic violation.
During the stop, the officer discovered Marshalls's driver's license was suspended. While issuing a citation two additional officers stopped to assist.
Officers found a backpack containing several illegal, homemade lottery tickets and over $6,800.
Marshall was charged with operating an illegal lottery and possessing illegal lottery tickets. Officers seized the currency. Marshall was released on $1,000.
