
RALEIGH, N.C. (WTVD) -- Wake County records show police arrested more than 23 adults on or near Glenwood South between midnight and 3 a.m. Sunday, following the chaotic teen takeovers that unfolded in Raleigh over the weekend.
The arrests come as the city drafts a teen curfew proposal that could be presented to the City Council next month.
During a presentation to the City Council on Tuesday, Raleigh Police Chief Rico Boyce said the department made 29 arrests related to the weekend incidents.
A review of Wake County arrest records conducted Thursday found that those arrested came from Raleigh and several surrounding communities. The arrest data reviewed only includes adults.
Of those arrested, 10 were from Raleigh, three from Clayton, and two from Garner. The remaining arrestees were from other towns outside the city.
The charges included resisting arrest and carrying a concealed weapon.
Officials previously said eight people were injured in shootings that broke out during the weekend unrest.
Law enforcement experts say preparation before anticipated gatherings is critical and note that similar incidents are occurring across the country.
"It's causing chaos all across our country and our major cities, and it's overtaxing law enforcement," said Dr. Roy Taylor, a police procedure expert.
Taylor said many law enforcement agencies monitor social media as part of their planning efforts.
"The majority of agencies do have people assigned to monitor social media," Taylor said.
Experts also said planning can involve requesting assistance from other agencies in anticipation of an event and potentially establishing checkpoints.
In addition to enforcement efforts, Taylor said communities should consider more organized activities for teens.
"Having organized late-night activities for kids, like a basketball game between the cops and local teenage groups, or the firefighters or EMS, and have some of the parks maybe stay open later," Taylor said.
ABC11 asked the city and Raleigh Police Department for additional records related to the arrests, including information about the full scope of the cases, as well as attendance data for police teen community events. Additional information has not yet been released.
