The registration to run for the office has not opened yet, but Williams says he wants people to get to know him before the race.
"Durham needs new leadership needs to see somebody that is from Durham," Williams said. "Not only just from Durham, but has an out-of-the-box way of thinking that is going to move this city to where it needs to be."
Williams grew up in Durham, graduated from Hillside High School and Saint Augustine's College.
He ran for mayor four years ago, before pulling out early.
He says his sense of community inspired him to run for the post again.
