After walking down the embankment near exit 259, she found an overturned vehicle that had apparently been there for some time.
The driver of the car was likely killed in the crash, but an autopsy is pending.
Officers say the car was not visible from the highway, and the crash likely happened in the last week or week and a half.
The dead man - who was identified as 28-year-old Antonio Terrell Covington - was not wearing a seatbelt.
Covington's family reported him missing on August 10.
