Hall's victims were reportedly a 9-year-old and 12-year-old girl.
Officials said the incidents occurred in the victim's home between April 1and April 30 as well as August 3.
Investigators said Hall was arrested after the children's father walked in to a bedroom of the home and allegedly saw Hall engaging in what appeared to be an inappropriate sexual act.
Hall is expected to make a first court appearance on Wednesday.
