The 17-year-old victim told police that the suspect, 31-year-old Fonnell Parker, approached her in the parking lot of Maxway and exposed his genitalia to her.
Parker reportedly then fled the scene in a red Chevrolet Blazer on Eastern Avenue.
He was later arrested in the parking lot of Eastern Avenue Park.
Parker has been charged with indecent exposure and is currently in jail under a $5,000 bond.
