Officials say 12 units were damaged by fire, smoke and water. An additional 12 units have water damage. The complex is located off of Northumberland Street and South Reilly Road.
The top floor of the three-story building has been gutted, and the lower floors are heavily damaged.
No injuries were reported.
The Red Cross is assisting the displaced residents.
