Investigators responded to a code blue call involving a toddler Wednesday night on Hewberry Lane.
A short time later, they charged Donjuan Smith Jr. with involuntary manslaughter. But Thursday, they increased the charge to murder.
Authorities say Smith and the child knew each other, but they will not elaborate on their relationship.
Smith is currently in jail and is expected to make a first court appearance Friday.
