The 20-year-old was last seen wearing a black t-shirt, black shorts and black leather shoes.
He has personality disorders and he is bipolar and not on any medication.
According to the Orange County Sheriff's Office Bailey was last seen on July 21 on Weaver Street in Carrboro.
Authorities say there is a possibility he might be in a 1993 white Ford Explorer with NC tag XTK-3273, which is registered to Matt Johnson in Orange County.
Parents and friends say they have not heard from him.
He was not reported missing till Wednesday.
