The North Carolina Highway Patrol says it's getting lots of complaints about its phone solicitations. There's just one problem. The Highway Patrol doesn't make phone solicitations. The Highway patrol says all its funding comes from the state, and it doesn't ask for money from the public.

It says some groups include in their names the terms "Highway Patrol," "State Troopers," or "North Carolina Highway Patrol." But while some officers may be members of those associations on their own time, those organizations are not affiliated with the Highway Patrol.

Troopers say they are private associations raising money to fund their own programs.
