Policy provides affordable health care

President Obama has lifted restrictions to the state children's health insurance program.

The guidelines were implemented by the Bush administration in 2007.

The expansion of services covers children whose families make too much to qualify for Medicaid, but make too little to afford private insurance.

The plan will cost $32 billion over the next 5 years.

It'll be paid for with an increase in cigarette taxes.
