Edward Morrow, 18, is charged with 24 felonious counts of peeping by photographing under the garments of eight females. He also faces nine misdemeanor charges of photographing down a garment into the breast area of the same group of females.
The victims range in age from 14 to 18.
Investigators say Morrow used his cell phone to capture the images between February 2009 and April 2010.
Morrow is a senior at Richlands High School and allegedly took the photos on campus during his junior and senior years.
Morrow was released into the custody of his parents on a $1,000 bond. His first court appearance is scheduled for today.
