Court documents say Abbey L. Singer, 24, of 105 Kempwood Drive, Apt. 1C, did not properly feed the Siberian Husky.
She is charged with cruelty to animals and improperly disposing of a dead domesticated animal.
Singer's bond was set at $3,000. Her arrest warrant says the puppy had been dead for over a week when it was discovered.
