Jose Velazquez, 49, was arrested on a trail near Brisbane Woods Way.
Two women walking on the greenway saw Velazquez and called police. Officers say they found him extremely intoxicated with his pants down around his ankles.
Velazquez was booked into the Wake County jail on $800 bond.
