Police: Soldier killed by DWI driver

FAYETTEVILLE

Howard Leroy Brooks, 29, was assigned to the U.S. Army's John F. Kennedy Special Warfare Center and School.

"It is with the deepest regret and greatest sympathy that I extend condolences to Pfc. Brooks' family for their sudden and tragic loss," said Lt. Col. Carl Kelly, commander of 4th Battalion, 1st Special Warfare Training Group (Airborne), which oversees students' progress through the qualification course.

Fayetteville police spokesperson Dan Grubb said Brooks was hit while trying to cross Bragg Boulevard at Blue Street around 2:41 a.m.

Driver Jason Phillips, 27, of Oakview Drive is charged with DWI and driving with a revoked license.

Grubb said Phillips is a repeat DWI offender, with two previous arrests.
