Raleigh Police said Rozena Barham Watkins was pushed by another elderly female resident, who “possesses pronounced age-related diminished mental capacity.”
After consulting with the Wake County District Attorney’s Office, it was determined that no charges would be filed.
A relative told Eyewitness News the Watkins family agreed with the decision, and while they are devastated, it appeared to be a tragic accident.
