The 42-year-old mentally challenged Hope Mills resident disappeared March 10, 2002.
Detectives have told ABC11 they have reason to believe Jacobs is buried on a property off Highway 301 near Brooklyn Circle in Fayetteville.
A search warrant points a finger at Clifton Jones - a man who once owned the property. He has since died, and was never named a suspect.
"For whatever reason, we don't know it, but he told the chief of the fire department that Kent was buried in a refrigerator on his property," said Mahon.
Last year, the Cumberland County Sheriff's Office spent an entire day on the Jones property looking for a large item in which Kent Jacobs body may have been buried. They want to do the same thing again but can't.
"We're not able to go because the family that owns the property will not allow us to come back onto the property. And because we have no new supporting evidence, there's no way we can get a search warrant to go back," explained sheriff's office spokesperson Debbie Tanna.
To try and get new evidence, Mahon has posted a large sign the intersection of Rockfish and Camden roads passing out information about the case - including a copy of last year's search warrant.
He says he's hoping new evidence would allow the sheriff's office to use new high-tech equipment in the search.
