Tommy Edward Clack has been the subject of multiple Troubleshooter reports.
Last June, a judge found him guilty of civil contempt for violating earlier court orders and ordered him to pay back thousands to homeowners who said he'd done shoddy paving work.
But now investigators say he moved on to other unsuspecting victims and scammed two homeowners out of $79,600 for work that wasn't done properly.
Now, he's been found guilty of civil contempt again and has to repay his victims or face 90 days in jail.
