Detectives charged 41-year-old Antowin Rankin with 15 offenses including statutory rape, first-degree rape and taking indecent liberties with a minor.
Investigators say he began his inappropriate behavior when the child was 5 years old. The victim is now 13.
Rankin is being held in the Cumberland County Detention Center under a $120,000 bond.
