Bess was pulled over in his personal vehicle around 2 a.m. His blood alcohol content was .21 percent. The legal limit in North Carolina is .08.
His license was revoked following the arrest, and his bond was set at $1,000.
Bess is expected to appear in a hearing July 2.
Bess has been Oxford's fire chief since Aug. 2010.
