The budget included a property tax rate increase of .91 cents.
It will also increase the monthly trash rates by $1 per month and raise water rates by 15 percent.
The city council cut 12 positions, including six service specialists and one custodian in the Solid Waste Services Department.
However, there will be 32 new jobs, including seven new emergency call takers to cope with an 18 percent increase of 911 calls since 2009.
