State lawmakers will discuss scrapping the tests for many vehicles on Wednesday.
Officials have been toying with the idea of cutting back on emissions testing for vehicles three years old or newer for a while. The proposal would also apply to vehicles that have fewer than 70 or 80,000 miles.
However, every car would still need a safety inspection.
Some drivers say they are happy about the prospect of saving money, but mechanics who stand to lose money and those concerned about the effects on the environment are not as pleased.
Lawmakers will continue their discussion Wednesday in downtown Raleigh.
