Investigators said Dwight Fredricks, 43, was exercising and walking along the southbound lanes of Cedar Creek Road around 5:30 in the morning when he was hit by a car that left the scene.
Police said Tuesday that they have identified the car as a white 1994 Nissan Sentra, and charged the driver - 18-year-old Daniel Eugene Hall, Jr. - with felony hit and run.
He was released on $10,000 bail.
