Eyewitnesses said 5-year-old Thomas Washington Jr. went missing from his home on North Elizabeth Street overnight. His parents first notified police around 4 a.m.
Police found the child in the Oldham Towers in the 500 block of East Main Street around 7:30 a.m.
The security guard at Oldham Towers told ABC11 that residents saw Thomas wandering around the seventh floor of the high-rise around 7 a.m. Someone notified security and security then called police.
Officials are reviewing the building's security footage to see how Thomas got into the building.
