Raleigh PD dumps controversial review system

RALEIGH

The memo from interim Police Chief Cassandra Deck-Brown says the system "did not meet the department's needs."

The system was put in place by former Police Chief Harry Dolan to measure the work done by sworn and non-sworn police department employees. But critics said it would force traffic officers to write more tickets and pull over more drivers.

In an interview with ABC11 last summer, Dolan disagreed and called the quota allegations misguided.

In her memo sent Wednesday, Deck-Brown said the department would cease using the system February 1 and would return to the old performance evaluation system for employees.

But it may not be the end of the issue, Deck Brown said a performance-based evaluation system is still needed and the department would work with the city manager, the city human resources department, and the city attorney to come up with a new one.
