Kenneth Dorn, 42, has been arrested dozens of times for peeping, stalking, trespassing, and unwanted touching. Now, he's accused of secretly videotaping two women in a Walmart.
Neighbors who live near Dorn said they're not surprised.
"We have small children - there's a lot of people in this neighborhood that do - it's just not something you want in your neighborhood. You never know who his next target could be. Don't wear skirts around the guy," offered neighbor Pam Bachelor.
