Police say 18-year-old Jermaine Gibbs was arrested Thursday afternoon on Hicks Street.
Investigators say Gibbs shot and killed 21-year-old Jeffery Dawes on March 22.
Dawes was found inside an apartment in the 500 block of Liberty Street.
Police said Gibbs and Dawes knew each other and the shooting does not appear to be random.
Gibbs has been charged with murder.
